Recently, the Standardization Administration of the People's Republic of China, together with the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the Ministry of Emergency Management, the National Energy Administration and other departments, jointly issued the Guidelines for the Construction of Hydrogen Energy Industry Standard System (2023 Version). These are China's first national-level guidelines for the construction of a standard system for the entire hydrogen energy industry chain.
The Guidelines have systematically established a standard system for the entire industrial chain of hydrogen energy production, storage, transportation and utilization, covering five subsystems: foundation and safety, hydrogen production, hydrogen storage and transportation, hydrogen refueling and hydrogen energy applications. Based on the categorization of technology, equipment, system, safety and testing, the Guidelines further break down into 20 secondary subsystems and 69 tertiary subsystems.
The Guidelines have outlined the key points for standard formulation and revision, clarified the key tasks of domestic and international hydrogen energy standardization for the next three years, deployed "two major actions" including the core standard development action and international standardization enhancement action, and proposed relevant measures for organizing and implementing these tasks and actions.
