According to the "Overall Plan of China (Shandong) Pilot Free Trade Zone" previously released, the implementation scope of China (Shandong) Pilot Free Trade Zone is 119.98 square kilometers, covering three areas: Jinan area 37.99km2, Qingdao area 52km2 (including Qingdao Qianwan Bonded Port Area 9.12km2 and Qingdao West Coast Comprehensive Bonded Zone 2.01km2), Yantai area 29.99km2 (including Block II of Yantai Bonded Port Area 2.26km2).

Among them, Jinan area reaches Juye River, Chunbo Road, Chunhui Road, Weizishan Road, Tang Ye Road East, Gangxi Road, Fengqi Road, Changling Mountain, Yuding Mountain in the east, Lvyou Road, Sixth Gangyuan Road, Lianhua Mountain, Longao Road North, Huaao Road, Jingshi Road in the south, Shunhua Road South, Aoti Road East, Aoti Middle Road, Huayang Road in the west, and Kechuang Road, Jingshi East Road East, Weizi Mountain, Xingyuan Street, Zhengguan Street, Century Avenue, Kanghong Road, and Gongye Road South in the north.

Qingdao area reaches Qianwan Port in the east, Jialingjiang Road in the south, 1st Road of Wangtai Town Park in the west and Longmenhe Road in the north.

Yantai area reaches Taishan Road in the east, Jialingjiang Road in the south, Taibei Road in the west, Huanghe Road and Bajiao Zhongxin Street in the north.

In terms of functional division, Jinan area focuses on developing AI, industrial finance, medical care, cultural industry, information technology, etc., carrying out the comprehensive pilot test of the new open economy system, and building an important regional economic center, logistics center and sci-tech innovation center in China.

Qingdao area focuses on developing modern ocean, international trade, shipping logistics, modern finance, advanced manufacturing, etc., building an international shipping hub in Northeast Asia, an important innovation center of the eastern coast areas, and a demonstration area for marine economic development, and assisting Qingdao in becoming an important coastal center city in China. Yantai area focuses on developing high-end equipment manufacturing, new materials, new generation information technology, energy conservation and environmental protection, bio-medicine and producer services, and building a Sino-Korea trade and investment cooperation pilot area, a marine intelligent manufacturing base, and a demonstration area for national sci-tech achievements and international technology transfer and transformation.
