Zhang Bin, Secretary and Director of the Party Committee of Shandong SASAC and Zhang Tao, Deputy Secretary of Tai'an Municipal Party Committee and Mayor, attended the meeting. The main responsible comrades of the involved provincial enterprises and the relevant responsible comrades of Shandong SASAC, Tai'an Municipal Party Committee & Municipal Government and Shandong SASAC also attended the meeting. The meeting was presided over by Wang Xuchao, the second-level inspector of Shandong SASAC.

In the morning, the participants visited the roof distributed photovoltaic power generation project and high-end equipment project of Shandong Energy Heavy Equipment Manufacturing Group Co., Ltd. The roof distributed photovoltaic power generation project, with a total capacity of 42.81MW, is distributed in seven counties, county-level cities and districts of three prefecture-level cities, i.e. Tai'an, Jinan and Zaozhuang. In this project, monocrystalline silicon photovoltaic assemblies are laid on the roof of the Group's own factory buildings in the form of BIPV (Building Integrated Photovoltaics), covering a roof area of about 600,000 m2. The technical scheme of distributed power generation and nearest grid connection is adopted, and the operating mode is self-generated-self-use while the remaining electricity transmitted to the grid. The project has a total investment of RMB 210 million, and after being completed, will have an estimated annual income of RMB 34.59 million. By the end of August, the photovoltaic project had realized the grid connection and power generation of Tai'an Coal Phase I 4.58 MW, Tai'an Coal Phase II 5.95 MW, Laiwu Tongli 1.7 MW and Ningyang Tagao 4.81 MW Works, with a cumulative grid-connected capacity of 17.04 MW, investment of RMB 96.64 million and power generation of 623.02 million KWH.

As introduced, the high-end equipment project will be implemented by Shandong Tagao Mining Industry Machinery Equipment Manufacturing Co., Ltd. The Company has the first intelligent robot automatic welding line and the first unmanned and automatic painting line in the coal machinery manufacturing industry in China. It has realized the robot automatic welding of cylinder jacks. With 171 kinds of safety standard certificates and 6 kinds of production qualification, it is the only enterprise in China that has obtained two sets of Class A Hydraulic Support and Coal Safety Certificates. It can produce more than 5,000 hydraulic supports annually, with a production capacity of 120,000 tons.

Later, the participants observed the Reconstruction and Expansion Project of Tai'an-Zaozhuang Section ofBeijing-Taipei Highway of Shandong Highway. The construction works of the project is expansion of the original highway, i.e. widening the original two-way four-lane into two-way eight-lane according to the widening method of "widening both sides for most sections, and widening one side and constructing viaducts for partially restricted sections". The main highway involved in the reconstruction and expansion project has a total length of 189.483 kilometers and a design speed of 120 km/h. The estimated investment is RMB 26.3 billion and the approved construction period is 42 months. The project is an important part of G3 in the national highway network and also an important part of "7" in the highway network layout plan "9517 Network" of Shandong Province. The project will improve the national and Shandong provincial highway networks, further emphasize the role of Beijing-Taipei Highway in the north-south highway network, facilitate the construction of inter-regional and inter-provincial transportation corridors, realize the interconnection of transportation infrastructures, strengthen the industrial and economic relations between the western economic rising belt and the economic circles of provincial capital city clusters, and enhance the overall competitiveness. At present, 18.6% of the subgrade works of the project has been completed.

Under the lead of Zhang Bin, Director of the Party Committee of Shandong SASAC, the participants then visited SDSEI-Taishan University Science Park. According to the future development trend of the industry, the project, based on the full understanding of the development of special equipment in Shandong Province, will fully exploit of the technology-intensive, knowledge-intensive and talents-intensive advantages of SDSEI. Focusing on the main business of special equipment safety and energy efficiency inspection and testing, by building sci-tech R&D and technical service platforms such as the National Tower Crane Quality Supervision and Inspection Center and the National Industrial Boiler Quality Supervision and Inspection Center, the project can provide application scenarios and R&D infrastructures with the characteristics of special equipment industry in the aspects of safety and energy saving technologies R&D of special equipment, industrial Internet, cloud computing & big data, artificial intelligence and other technical applications, as well as safety management and vocational education. It also can help the "Construction of Shandong Taishan University Science Park", foster new industrial development forms, and create an upgraded version of "Investment and Talent Attraction". The project is funded by SDSEI, with a total investment of RMB 300 million and an area of 59,000 square meters. The project will be constructed in two phases. The construction works of Phase I includes two buildings: the main park of Shandong Taishan University Science Park and the comprehensive test workshop for special pressure-bearing equipment, with an investment of RMB 100 million and a building area of 19,059.96 square meters. At present, the main building of Phase I of the project has been roofed and has entered the stage of external wall construction and interior decoration.

At the end, the participants came to visit Lushang Group's Tai'an Jiunvfeng Project. The project, located at Daolang Town, Daiyue District, Tai'an City, with a total area of about 50 square kilometers, covering 19 administrative villages, will be invested RMB 5 billion according to the plan. In the background of new urbanization, the project takes the rural revitalization as its starting point and the integration of three industries as its core. It aims to create a rural tourism resort area integrating multiple functions such as pastoral leisure experience, parent-child vacation and study tour, healthy vacation, and efficient demonstration agriculture by relying on the city market customers of Tai'an and Ji'nan and focusing on the four core industries (production, education, health and tourism). The project adheres to ecology first, implements green development strategy and ensures the sustainable development of Jiunvfeng. In the project, nearly 60 industrial products with unique characteristics in five major sections, including town center, Relaxion Garden, LOHAS Garden, Mountain Garden and Rural Entrepreneurship Garden, are planned to be deployed. Supported by characteristic agriculture, the project will help to create a model for revitalizing Shandong by deploying at multiple points and forming a belt by connecting points. Now, a high-end homestay named the "Cloud of Hometown" has been put into trial operation. The Most Beautiful Shandong-Style Folk House, Study Tour Training Center, Tourist Distribution Center, Agricultural Products Trading Center, Agricultural and Sideline Products Processing Center will be constructed one after another in the near future. After the project is completed, it will attract about 2 million tourists each year, with an estimated tourism revenue of RMB 600 million. Besides, it will provide job opportunities for more than 2,000 people and effectively promote the local economic development.

On the four project sites, the participants listened to the reports on the construction of these projects in details, and communicated with each other and thought about the theme of promoting the landing of the new and old kinetic energy conversion projects while observing the sites.

At the afternoon symposium, Zhang Tao, Deputy Secretary of Tian'an Municipal Party Committee and Mayor, introduced the major new and old kinetic energy conversion projects of Tai'an, the work of state-owned enterprises and the deepening of the cooperation with central and provincial enterprises. The main responsible comrades of seven provincial enterprises made exchange speeches on the promotion of key new and old kinetic energy conversion projects, and expressed that they would accelerate the construction of major new and old kinetic energy conversion projects, give full play to the leading and demonstration role of state-owned enterprises, improve the quality and efficiency of the development, and provide strong support for steady growth and development.

Zhang Bin, Secretary and Director of the Party Committee of Shandong SASAC, pointed out in his speech that since this year, provincial enterprises have conscientiously implemented each requirement for steady growth, taken the major new and old kinetic energy conversion projects as an important starting point for steady growth and high-quality development, and mainly promoted the development of 77 new and old kinetic energy conversion projects. The total investment from January to August is RMB 55.8 billion, which had an obvious positive effect on supporting the steady growth and promoting the development and promoted the new and old kinetic energy conversion projects and high-quality development of these enterprises.  The Binzhou-Laiwu Highway Reconstruction and Expansion Project of Shandong Province was completed and opened to traffic five months ahead of time, which shortened the drive time from Binzhou to Laiwu to 1.5 hours. The main line of Phase II Works of Yellow River Water to Eastern Shandong Diversion Project of Shuifa Group has completed, and the trial water supply to Weihai and other three cities was realized. The Rizhao-Qufu Section of Southern Shandong High-Speed Railway will be officially opened to traffic before the end of this year, which will then effectively meet the needs of people in southern Shandong for fast travel and provide travel convenience for 35 million people.

Zhang Bin emphasized that provincial enterprises still have some problems in the construction process of major new and old kinetic energy conversion projects. For example, the construction progress of some projects falls behind schedule, the project structure is not optimal, resource reserves of good projects are insufficient, and policies are not fully utilized. In response to these problems, Shandong SASAC will set up a project promotion & coordination mechanism to actively report to Shandong Government, coordinate relevant departments and local authorities to form a joint force, overcome difficulties, accelerate procedure handling, and promote the successful implementation of the projects. All enterprises should further rise their positions, seriously guarantee the implementation, increase the speed of conversion and substitution of new and old kinetic energy, and bravely lead the major new and old kinetic energy conversion projects. Enterprises are required to control their investment direction well, accelerate the construction of key projects, improve the science and technology level of key projects, make full use of supporting policies well, actively involve themselves in local development, prudently complete the objectives and tasks of major new and old kinetic energy conversion projects, give full play to the role of investment in promoting steady growth and development, and make new and greater contributions to the work of state-owned enterprises in Shandong Province.
