In March this year, the Shandong provincial government issued the Opinions on the Implementation of the Innovation and Entrepreneurship Community of "Government, Industry, Major, Research, Finance, Service and Achievement" (LZZ[2019] No.49), proposing to create a "1+30+N" community system of innovation and entrepreneurship, in which "1" means Shandong Industrial Technology Research Institute, "30" means 30 provincial communities of innovation and entrepreneurship, and "N" means innovation and entrepreneurship communities of different subjects, in different modes, in different paths, and to different directions built everywhere.

At the press conference, Tang Bo, Secretary of the Secretary of Party Committee and Director of the Shandong Provincial Sci-tech Department, said that Shandong has started to build the first 5 provincial innovation and entrepreneurship communities, including the Shandong Provincial Laser Equipment Innovation and Entrepreneurship Community, the Shandong Provincial Inorganic Functional Materials and Intelligent Manufacturing Innovation and Entrepreneurship Community, the Shandong Provincial Polymer New Materials Innovation and Entrepreneurship Community, the Shandong Provincial Marine Sci-tech Achievements Transfer and Transformation Center, and the Shandong Provincial Micro/Nano Sensing Technology and Intelligent Application Innovation and Entrepreneurship Community. These five communities give priority to the leading roles of government, industry, major, research and finance respectively, boosting the accelerated flow and integration of all factors, so as to form an innovative and entrepreneurial environment with effective market, promising government, favorable enterprises and high efficiency.

Among the said communities, the construction of Shandong Province Laser Equipment Innovation and Entrepreneurship Community is led by Jinan High-tech Zone Intelligent Equipment Industry Development Center, highlighting the leading role of "government". Breaking the limit of laser technology application, it will advance the layout of laser medical treatment, laser remanufacturing and other industries, accelerate the cultivation of trillions of laser crystal materials, components and laser industry clusters, and make every effort to build Jinan into "The Third Pole of China Laser" equal to Wuhan and Shenzhen. Currently, the community has about 20 member units, including laser equipment enterprises, key university units, financial service institutions, etc.

The Shandong Provincial Sci-tech Department, in the next step, will give full play to the exemplary significance of these 5 communities, re-start building a batch of innovation and entrepreneurship communities, so as to accelerate the effective aggregation and optimal allocation of innovation elements of "Government, Industry, Major, Research, Finance, Service and Achievement", cultivate characteristic and favorable industrial clusters, form an innovation and entrepreneurship environment with full innovation vitality and sources, and support high-quality economic development.
