Liaocheng Notches Another National SME Cluster, Extends Five-Year Streak

The Ministry of Industry and Information Technology’s SME Bureau has unveiled its 2026 list of SME characteristic industrial clusters (fifth batch), and the seamless steel pipe cluster in Liaocheng’s Dongchangfu District made the cut. That makes Liaocheng the only city in Shandong with a cluster on the national list for five consecutive years. The Dongchangfu cluster focuses on high-precision pipe manufacturing. It has built a complete industrial chain spanning raw materials, equipment, processing and testing, applications and scrap steel recycling. It is one of China’s largest seamless steel pipe production bases. Its products are diverse and widely used in petrochemicals, machinery and construction, with strong market competitiveness. Liaocheng is refining its tiered cluster cultivation system, strengthening policy and factor support, and promoting integrated development among large, medium and small enterprises. Next, the city will guide clusters to deepen innovation, expand cooperation and accelerate digital and green transformation, thus sharpening their core competitiveness and supporting high-quality development of SMEs.
