Binzhou’s Zhanhua District is putting the Fengqiao experience into practice, using “Fangcun Mediation Rooms” and a step-by-step dispute resolution model to build a multi-party system for settling conflicts. Since 2026, the district has mediated 4,065 disputes and resolved 4,064 of them. In Dagao Town, authorities installed a “self-reflection calming mirror” to ease tensions and paired it with an eight-step mediation method. Mediation efficiency rose 60%, and resolution times were cut by more than half. Towns and subdistricts across the district have also tailored their own mediation brands, using back-to-back persuasion and online dispute-resolution codes to tighten a governance network built on town-level coordination, village-level front-line handling, grid-based backup and multi-party coordination. Zhanhua has set up a “1+12+9+438+N” mediation structure and a one-stop dispute mediation center. It has recruited grassroots mediators and created a 15-minute mediation service circle, blending law, reason and empathy. The goal is that small matters are resolved within the village and major matters within the town, shoring up the foundations of grassroots governance.
