The Department of Science and Technology of Shandong Province and six other agencies issued the Action Plan for Promoting the Commercialization of Sci-tech Achievements of Shandong Province (2026–2028), featuring five major actions and 20 measures. The aim is to break bottlenecks in commercialization and accelerate the transformation of innovative achievements into real productive forces. The plan sets quantified three-year targets: By 2028, provincial universities and research institutes will fully implement reform empowering sci-tech achievements ownership or long-term use right to scientific researchers. A batch of concept validation and pilot testing platforms will be built. The province will cultivate 12,000 technology managers. And cumulative funding received for commercialization from universities and research institutes will exceed 40 billion yuan over the three years. The plan targets key pain points — insufficient supply of results, weak incentives to commercialize, and thin professional support. It builds a full-chain closed loop across five areas: results supply, empowerment reform, broader commercialization paths, a better service system, and stronger financial backing. As an upgraded version of Shandong’s earlier “16 measures for tech commercialization,” the plan aims to further deepen the integration of sci-tech innovation and industry.
