Recently, the Dezhou Branch of Customs, the Dezhou Municipal Tax Service, and the Dezhou Branch of the State Administration of Foreign Exchange jointly issued an implementation plan, formally establishing an inter-agency credit collaboration mechanism spanning customs, taxation, and foreign exchange in the foreign trade sector. Designed to optimize the cross-border trade business environment, the mechanism advances credit data sharing alongside coordinated incentives and penalties. By delivering credit-based oversight and targeted services in parallel, it aims to stabilize trade volumes and optimize the structure of foreign trade. Under the plan, the three departments will mutually recognize high-credit enterprises and layer their respective policy incentives. By sharing a list of top-tier enterprises, they will introduce tailored facilitation measures across customs clearance, export tax rebates, and foreign exchange settlements. This will shorten turnaround times and lower operating costs for businesses, realizing the vision of "good credit in one domain yielding benefits across all three." Concurrently, the departments will share data on high-risk enterprises to strengthen joint risk control, fostering a foreign trade credit environment where integrity is rewarded and dishonesty is penalized. Moving forward, the three departments will dynamically update credit lists, hold policy outreach sessions, and continuously deepen operational synergy to propel the high-quality development of Dezhou's foreign trade.
