On October 23, Shandong released its 2026 policy list for stabilizing the economy (second batch), introducing 27 measures across four key areas: boosting consumption, stabilizing investment, enhancing the service sector, and upgrading industries. On the consumption side, 40 million yuan will be allocated to cultivate new scenarios such as the nighttime economy and reward performing arts and cultural creativity projects. On the investment side, an incentive fund of 50 million yuan will be established to streamline approvals for temporary project land use and deploy pilot test bases. Nearly 1 billion yuan will be invested in the service industry to support the platform economy and high-quality industrial projects. On the industry side, open competition mechanisms for “artificial intelligence (AI) + manufacturing” will be launched, alongside the promotion of facility agriculture and integrated water and fertilizer systems. The policy incentives will be redeemed online through the “Luhuitong” platform, with follow-up supervision and assessments conducted to ensure effective implementation.
