Shandong to Strengthen 50 Strategic Emerging Industry Clusters

On October 20, the Information Office of the People's Government of Shandong Province held a regular policy briefing to outline the Implementation Plan for Building Pilot Zones in Shandong Province for the Beautiful China Initiative. According to Hu Fangying, Deputy Director of the Shandong Development and Reform Commission, Shandong will focus on green and low-carbon transition and take a multi-pronged approach to advance the building of pilot zones. First, Shandong will improve its policy system. It will issue a carbon peak action plan, make full use of its carbon emissions management and carbon quota trading platforms, improve the mechanism for reserving and trading carbon quotas, and advance the implementation of circular economy plans and related regulation revisions. Second, Shandong will accelerate industrial upgrading. It will launch a campaign to cut energy consumption and carbon emissions in key industries, phase out inefficient capacity, tighten the energy-efficiency access threshold for energy-intensive and high-emission projects, and implement an industrial quality-upgrading action. This includes cultivating and expanding 50 strategic emerging industry clusters. Third, Shandong will keep optimizing its energy mix. The province will expand clean energy development, aim for non-fossil energy to account for 60% of installed capacity within five years, build a batch of zero-carbon parks, and orderly upgrade and consolidate coal-fired power units. The goal is to boost green power supply and shore up the foundation for green, low-carbon and high-quality development.
