Shandong: 20 Measures to Accelerate the Full-Chain Commercialization of Sci-tech Achievements

Recently, the Department of Science and Technology of Shandong Province and six other authorities jointly issued the Action Plan for Promoting the Commercialization of Sci-tech Achievements of Shandong Province (2026–2028). The plan outlines five major initiatives and 20 measures to build a sci-tech achievement commercialization system that integrates government, industry, major, research, finance, service, and achievement. The plan specifies that by 2028, provincial universities and research institutes will fully implement reforms for the separate management and empowerment of on-the-job sci-tech achievements. Furthermore, 80 provincial-level pilot-scale testing and demonstration bases and 20 proof-of-concept9 centers will be established, 12,000 technology managers will be trained, and the cumulative funds received from the commercialization of sci-tech achievements over the three-year period will exceed 40 billion yuan. The plan deploys five major initiatives: supplying high-quality achievements, deepening empowerment reform, broadening commercialization pathways, enhancing service system efficiency, and strengthening financial support. By fostering high-value patents, promoting achievement empowerment and the "use-first, pay-later" model, establishing pilot-scale testing and proof-of-concept platforms, and enriching sci-tech financial products such as the "Lukedai," the plan aims to clear bottlenecks in achievement commercialization, facilitate the industrialization of innovative achievements, and boost industrial innovation and upgrading across the province.
