Recently, the document Shandong Province's 15th Five-Year Plan for Building a Digitally Strong Province was officially issued. Serving as the master blueprint for digital and intelligent transformation in the opening year of the 15th Five-Year Plan period, the plan outlines a comprehensive leap from a digitally strong province to one that is strong in both digital and intelligent technologies by 2030, shifting its development focus from digital availability to digital quality.
Leveraging "Data Elements ×" and "AI +" as key drivers, the plan aims to advance the large-scale assetization of data. It also outlines the establishment of three provincial-level computing power hubs in Jinan, Qingdao, and Zaozhuang to create an inclusive and accessible "computing power supermarket." Supporting documents define the development goals for the data industry, aiming to foster mutual empowerment between the industry and AI. Meanwhile, adopting a "one industry, one policy" approach, efforts will be made to drive digital and intelligent upgrades across the entire value chain of the industrial, agricultural, service, and marine sectors, while expanding application scenarios for "AI + government services." The plan also calls for the simultaneous improvement of supporting standards, talent development, and the broader ecosystem. By continuously fostering new quality productive forces, it aims to boost the province's digital, intelligent, and high-quality development across the economy and society.
