Shandong Unveils 15th Five-Year Plan to Build a Digital Powerhouse, Aims to Become a Digital-Intelligent Province

The Shandong provincial government has issued the Shandong Province 15th Five-Year Plan for Building a Digitally Strong Province, systematically laying out tasks for the next five years. The plan takes digital-intelligent empowerment of high-quality development as its central theme and deep integration of real and digital economies as its main thrust. Anchored by two key drivers — "Data Elements ×" and "AI +" — it focuses on digital industrialization, industrial digitalization, data valorization, and governance service digitalization. The goal is to cultivate new quality productive forces and build a digitally strong province in technology, industry, governance, infrastructure and ecosystem.

Under the plan, by 2030 Shandong will make the leap from a digitally strong province to one that is strong in both digital and intelligent technologies. Core AI industry revenue is targeted at 300 billion yuan, with total intelligent computing capacity reaching 35,000 PFLOPS. By 2035, the benefits of digital-intelligent development will be fully realized, supporting Shandong's modernization drive. Across six areas — data elements, digital industry, real-digital integration, digital governance, digital infrastructure and digital ecosystem — Shandong will pursue breakthroughs in cutting-edge technologies such as multimodal and generative intelligence. It will cultivate digital industry clusters at 100-billion-yuan and 10-billion-yuan levels, upgrade the "Aishandong (Love Shandong)" platform, expand the two national internet backbone access points in Jinan and Qingdao, and build an integrated computing power network. It will also improve laws and regulations and strengthen cybersecurity safeguards.
