Rizhao's Lanshan District Fast-Tracks Approvals to Boost "Blue Granary"

The Administrative Approval Service Bureau of Lanshan District, Rizhao City, is focusing on faster government approvals to support business development. It has launched Rizhao's first integrated "one-category" service for mariculture, bundling market access, project construction, business licensing and other fishery-related matters for joint processing. The aim is to improve quality and efficiency in the salmon industry. Lanshan's salmon industry started with trial farming in 2018. It now has a full industrial cluster — from seedling breeding and cage farming to deep processing and cold-chain logistics.

To build on that, approval services are being moved into industrial parks, with assisted and agency services on offer. Seafood e-commerce businesses can now handle applications across provincial borders. Deep-sea cage farming projects, which involve a long approval chain, are getting special treatment. Multiple departments coordinate to allow project construction upon land acquisition and simultaneous issuance of multiple certificates. Custom approval guides and full-process tracking are part of the package. The district has also introduced proactive government services and joint inspection, enabling one inspection to process multiple certificates. As a result, in the first half of this year, approval time for industrial projects fell 70%, required application materials dropped 35%, and integrated processing topped 25,000 cases. Thus, a better business environment has been ensured for the marine industry.
