Shandong Unveils 15th Five-Year Plan for Building a Digitally Strong Province

The Shandong Provincial People's Government recently issued the Shandong Province 15th Five-Year Plan for Building a Digitally Strong Province, systematically outlining strategic initiatives to build a digitally strong province during the 15th Five-Year Plan period. Themed "Empowering High-Quality Development Through Digital and Intelligent Transformation," the plan promotes the deep integration of the digital economy with the real economy. Leveraging the twin drivers of "Data Elements ×" and "AI +," it focuses on digital industrialization, industrial digitization, data value realization, and the digitization of governance and public services to cultivate new quality productive forces and build a digitally strong province distinguished by "five key strengths" (technology, industry, governance, infrastructure, and ecology).

The plan establishes phased goals, targeting an all-round leap from a "digitally strong province" to a "digitally and intelligently advanced province" by 2030. By 2030, solid progress will be achieved in the development of the national comprehensive pilot zone for data elements, a data market system will largely take shape, the AI industry will expand rapidly, and digital government, digital society, and digital infrastructure development will see across-the-board quality upgrades. By 2035, the benefits of digital and intelligent development will be fully unlocked, providing a solid digital foundation for building a modern, strong province.
