From Provincial Pioneering to Local Follow-Through: Why Does Shandong's Water Network Keep Making Headlines?

The Ministry of Water Resources recently announced its third batch of national water network pilot zones, with Jinan and Qufu successfully making the list. With their inclusion, Shandong has established a three-tiered pilot water network system across the provincial, municipal, and county levels, steadily advancing the phased rollout of its modern water network.

As the country's first provincial-level water network pilot zone in the Yellow River Basin, Shandong's provincial water network now has an operational length of 7,690 kilometers. Tailoring its approach to the realities of a water-scarce northern city, Jinan is building a water network pattern featuring multi-reservoir joint dispatch and the coordinated management of "five water sources." Meanwhile, Qufu is expediting a county-level framework centered around "one lake, two rivers, and eight waterways." In parallel, Shandong is developing a digital twin water network and has deployed an intelligent river basin dispatch system, enabling precise flood forecasting and early warnings.

During the 14th Five-Year Plan period, Shandong has invested over 320 billion yuan in water conservancy, raising its centralized rural water supply coverage to 97%. Looking ahead to the 15th Five-Year Plan period, Shandong plans to invest a total of 450 billion yuan in water conservancy, aiming for 90 billion yuan in 2026 alone. The province will continue interconnecting, expanding, and reinforcing its water networks—shifting focus from simply "building" to "managing effectively and utilizing optimally"—to fortify safety barriers across river basins, urban centers, and rural communities.
