Guided by the strategy of strengthening the city through industry and invigorating it with capital, Linyi City plans to establish the Yimeng Industrial Investment Fund (tentative name) with a total target size of 10 billion yuan and an initial phase of 3.75 billion yuan. Designed to leverage the guiding and catalytic role of government funds, standardize market-oriented operations, and enhance capital allocation efficiency, the fund will be jointly capitalized by municipal and county/district-level state-owned asset platforms.
The Yimeng Industrial Investment Fund is designed to align with Shandong Province's requirements for high-quality development and the development of a modern industrial system, supporting Linyi's goal of "building a regional sub-center within the province and accelerating its progress toward becoming a trillion-yuan economy." Operating through market-oriented fund mechanisms, it will drive industrial innovation, incubate sci-tech ventures, and empower growth through capital. The fund of funds (FOF) operates under the principles of government guidance, market-oriented operations, sound decision-making, and risk prevention, balancing industrial investment with support for local economic development. Currently, the fund is conducting a nationwide, merit-based selection process among eligible private equity fund managers, state-owned capital investment and operation institutions, and specialized industrial fund management companies to select one entity as the FOF manager.
