When a resident came to register a sole proprietorship after regular hours, service desk staff proactively extended their shift to issue the license that very day—a vivid example of the citizen-friendly public services offered by the Qingdao National High-tech Industrial Development Zone (Qingdao High-tech Zone). Since the beginning of this year, Qingdao High-tech Zone has zeroed in on administrative bottlenecks faced by businesses and citizens, rolling out a series of innovative reforms to continually optimize the business environment.
Under the "Frontline Role-Reversal" initiative, officials worked at service counters to shadow applicants and assist with procedures, identifying eight operational bottlenecks and rectifying them immediately. To address scheduling conflicts for the public, Qingdao High-tech Zone introduced flexible services—including uninterrupted service during lunch breaks, extended after-hours availability, and weekend appointments—while strengthening a three-tier coordinated agency and assistance mechanism to provide end-to-end support for online procedures.
An online "Address Reservation" module was launched for corporate domicile registration to streamline application materials. It has now been rolled out across more than a dozen industrial zones, facilitating 7,485 enterprise registrations. Qingdao High-tech Zone has also introduced customized offerings such as streamlined bulk name updates for special equipment, OPC entrepreneurship service stations, and standardized remote cross-regional bid evaluations. These initiatives are shifting government services from a passive model of "people seeking services" to a proactive one of "services reaching people", powering high-quality regional development.
