Shouldering the dual responsibilities of ecological protection for the South-to-North Water Diversion Project and air pollution control, Jining is guided by China's dual carbon goals. The city is intensifying technological upgrades within enterprises to drive the green, low-carbon transformation of its traditional industries. In Sishui County, Conch Cement has built China's first green, smart industrial zone operating entirely without purchased electricity. By generating power simultaneously from wind, solar, waste heat, solid waste, and biomass, the facility has achieved clean energy self-sufficiency and established itself as a model carbon-neutral plant. In Weishan County, 24 technological upgrade projects have been included in the provincial guidance catalog. Multiple enterprises are striving to become provincial and municipal 'green factories' by promoting the full recycling and reuse of solid waste and wastewater to achieve highly efficient, circular resource utilization.

Jining has issued a targeted development plan to implement 1,000 industrial technological upgrade projects. These initiatives are designed to drive the iterative upgrading of traditional sectors like building materials, textiles, and coal, while accelerating the digital transformation of local enterprises. Currently, the city's installed new energy capacity has reached 7.4115 million kilowatts, accounting for over 40% of the total. With the share of non-fossil energy consumption steadily rising, this historic industrial city is rapidly transforming into a thriving hub for green, low-carbon, and high-quality development.
