Shandong: Integrating Land and Sea, Strengthening Coastal Development, Expanding into the Deep Sea

On September 17, the 2026 Global Ocean Development Forum opened in Qingdao West Coast New Area, attracting nearly 680 guests from China and abroad to discuss cooperation in the blue economy and high-quality development. The forum focused on key topics such as integrated land-sea planning, deep-sea development, sci-tech innovation-driven growth and financial support. It called for an integrated development plan covering inland areas, the coast, the far sea and the deep sea, with land and sea resources connected in both directions and industries developing in coordination.

The China Ocean Development Index Report 2026 was released at the forum. China’s gross ocean product reached 11 trillion yuan in 2025. Shandong’s marine economy remains firmly in China’s top tier. Its gross ocean product reached 1.9 trillion yuan in 2025, ranking second nationwide, while its marine economy grew 6.4% year-on-year in the first half of this year. The forum showcased more than 100 innovative achievements, including deep-sea equipment, highlighting the progress made in the high-end, intelligent, and green transformation of Shandong’s marine industries. Participants agreed that sci-tech innovation is needed to tackle the challenges of developing the deep and far seas, improve the blue finance support system, safeguard marine ecological security and continue opening up new space for the blue economy.
