Shandong AI Industry Shows off Hardcore Capabilities

On September 15, the Information Office of Shandong Provincial People's Government held a press conference to unveil the province's AI industry results. In 2025, Shandong's core AI industry revenue reached 128.93 billion yuan, accounting for about one-tenth of the national total. In the first half of this year, revenue stood at 85 billion yuan, and it is expected to exceed 160 billion yuan for the full year. The province is home to 1,124 key AI enterprises. Ten industrial large models were selected among China's top 50 industrial large models, the highest number in the country.

Shandong has worked to build a complete AI industry chain, rolled out policies such as model vouchers and corpus vouchers, and cultivated a large number of smart factories and industrial brains. The AI penetration rate among manufacturing enterprises above designated size has reached 35%. Building on the combined advantages of its multiple pilot zones, Jinan saw its core AI industry reach 64 billion yuan in 2025, with its intelligent computing capacity firmly among the top ten in the country.

Under its plan, Shandong aims to push the output value of its core AI industry past 300 billion yuan by 2030, raise the AI penetration rate in manufacturing enterprises above designated size to 70%, and build a national hub for the AI industry and demonstration applications.
