The outline of Weihai's 15th Five-Year Plan proposes implementing a "dual-leading" strategy in environmental quality and environmental protection, leveraging high-level ecological conservation to support green, low-carbon, and high-quality development. Rushan City is leveraging its 192-kilometer coastline resources to explore the "Rushan Model" for building beautiful bays, promoting the synergistic advancement of ecological conservation and economic development.

Adhering to an integrated land-sea management approach, Rushan implements a "one bay, one policy" strategy. It is advancing five major projects, including pollution control and ecological restoration, while establishing a refined management and protection mechanism for all bays across the region. By strictly controlling land-based pollution at its source and carrying out coastal wetland restoration, the city is systematically improving its marine ecosystem. The local area has effectively capitalized on the conversion of ecological value to strengthen the Rushan oyster industry, offshore wind power, and coastal cultural tourism. The brand value of Rushan oysters has reached 19.385 billion yuan, the output value of the new energy industry is projected to reach 10 billion yuan, and the region attracts an average of over 6 million visitors annually.

Currently, Yangcunkou Bay in Rushan has been recognized as a national-level beautiful bay, while Rushan Bay is striving to achieve the same honorary title. Moving forward, Rushan will continue to improve its bay governance system, striving to achieve national-level beautiful bay status across the whole city.
