Shandong: Beyond Package Delivery, Autonomous Vehicles Are Taking on "New Errands"

Shandong has taken the lead in achieving commercialization of Level 4 autonomous driving within the freight sector. As of this May, the province has publicly announced the opening of 397 routes and put 1,945 autonomous vehicles into regular operation. With an estimated annual delivery volume exceeding 398 million parcels, its application scale ranks among the top nationwide.

Shandong is taking a pragmatic approach to promote the widespread application of autonomous vehicles across scenarios such as express delivery, cold chain logistics for fresh produce, intra-factory transit, and sanitation patrols. Deployed on a large scale across Zibo, Qingdao, Linyi, and other cities, these autonomous vehicles operate around the clock, effectively reducing labor costs and boosting delivery efficiency. With the implementation of unified national traffic regulations for intelligent connected vehicles, local challenges regarding right-of-way and supervision are gradually being resolved.

On the industrial front, Shandong is shifting from "bringing vehicles into Shandong" to "manufacturing vehicles in Shandong." Jining, Qingdao, and Zibo are setting up smart manufacturing bases for autonomous vehicles and perfecting the supply chain for supporting components. Under the plan, the province will deploy over 15,000 low-speed autonomous vehicles by 2027, creating the nation's first province-wide model for autonomous driving applications and building a closed-loop industrial ecosystem that integrates R&D, production, and operations.
