Enterprises Take Center Stage in Industrial Development of Jining, Shandong

Focusing on 15 flagship industrial chains, Jining City has convened entrepreneur symposiums for each chain, placing entrepreneurs center stage to build a platform for direct government-enterprise dialogue. At the venues, contact details for chain chiefs and liaisons have been posted publicly, while enterprise concerns have been addressed on the spot and tracked through a checklist system, ensuring every issue receives a response. In response to challenges raised by businesses, such as commuting, talent recruitment, and support for the industrial chain, local authorities acted swiftly to increase the frequency of bus service within the zone, facilitate resource matching among upstream and downstream enterprises, and remove barriers to inter-enterprise cooperation.

Relying on the chain chief system, Jining has established a collaborative mechanism comprising the "Chief Chain Leader + Chief Chain+ Chain Owners," implemented a three-year action plan of "one policy for each chain," introduced supporting policies such as those for financial chain owners and quality-driven chain improvement, refined the system for leading officials to maintain contact with enterprises, and published a catalog of supply and demand products to integrate and strengthen industrial chains. From January through July, the city organized 217 events aimed at integrating and strengthening industrial chains, finalized multiple cooperation agreements, and advanced 860 industrial chain projects. In the first half of the year, the value-added output and industrial investment of the 15 flagship industrial chains in enterprises above designated size grew by 8.9% and 17.4%, respectively, contributing to the city's efforts to become a leading city in new industrialization and to drive its GDP past the one-trillion-yuan threshold.
