Weihai Drives Service Sector Capacity Expansion and Quality Upgrade

Recently, Weihai convened a citywide conference on the service sector, calling for the service sector to be prioritized on par with industry and for the accelerated development of a new system of high-quality, efficient services. The local government has simultaneously issued three documents—an implementation plan, a working mechanism for the chain chief system, and support policies—to establish a three-pronged policy framework characterized by "plan-led, mechanism-driven, and policy-backed" approaches.

The plan sets a target of reaching 270 billion yuan in value added from the service sector by 2030, with an average annual growth rate of 5.5%. A working framework comprising 14 chain chiefs for key industrial chains in the service sector has been established, implementing list-based coordination and a closed-loop process for addressing requests. This is supported by 21 business-friendly policies to strengthen the provision of essential resources such as funding, platforms, and talent. Building on local characteristics, Weihai will strengthen logistics and maritime trade with the Republic of Korea, enhance coastal cultural tourism and wellness, and establish three major distribution hubs for specialty products.

The policy balances industrial development with improvements in people's livelihoods, focusing on areas such as care for the elderly and young children, as well as the 15-minute convenience zone. It sets quantifiable targets for universal access to elderly care and infant and toddler daycare, driving the development of the service sector in a way that both empowers the industry and benefits people's daily lives.
