Shandong Focuses on "Five Key Areas" to Boost E-Commerce Capacity and Improve Quality

On August 31, the Information Office of Shandong Provincial People's Government held a press conference to interpret the Several Measures on Promoting E-Commerce Capacity Expansion and Quality Improvement. The document rolls out 16 measures across five key areas, including strengthening market entities, seizing new market tracks, optimizing supply, gathering talent, and enhancing support.

Shandong will implement a pilot initiative for leading e-commerce enterprises to strengthen the headquarters economy of new e-commerce in Jinan, Qingdao, and Linyi; make strides in emerging business forms such as on-demand retail, private-domain e-commerce, and live-streaming e-commerce; and advance the "e-commerce + industrial belt" model to stimulate online consumption with new technologies. The province will implement an elite e-commerce talent recruitment and cultivation initiative and open up professional title evaluations for emerging occupations such as internet content creation. It will also strengthen the guarantee of key factors of production through fiscal funds, "Qilu E-commerce Loan," specialized financial products, and the construction of e-commerce industrial zones.

Targeting the promising growth of on-demand retail, Shandong will formulate dedicated policies to promote the transformation of stores, improve supporting facilities such as front-end warehouses and smart pickup lockers, and enrich new consumption scenarios. Data show that Shandong boasts a solid foundation in the e-commerce industry, with online retail sales growing at an average annual rate of 11.7% during the 14th Five-Year Plan period. From January to July this year, the province's online retail sales grew by 8.9% year-on-year, ranking among the top nationwide in industrial development.
