The General Office of the People's Government of Shandong Province recently issued the Several Measures on Promoting E-Commerce Capacity Expansion and Quality Improvement, introducing 16 initiatives across five key areas to build a highly competitive new e-commerce ecosystem. The document establishes that by 2028, the province's online retail sales of physical goods will exceed 800 billion yuan, alongside the cultivation of 10-billion-yuan-level e-commerce platforms and enterprises.
Shandong is implementing a flagship enterprise pilot program to foster a new e-commerce headquarters economy, build distinctive local e-commerce brands such as Shandong cuisine and Shandong wine, cultivate large, medium, and small e-commerce entities in a tiered structure, and bolster cross-border e-commerce. Concentrated efforts will be directed toward advancing emerging formats such as on-demand retail, private domain traffic operations, and livestreaming e-commerce, with the goal of creating a group of livestreaming studios with nationwide influence. The province will further advance the "e-commerce + industrial belt" integration, organize a series of campaigns to stimulate consumption, utilize computing model vouchers to support large AI models in empowering e-commerce, implement consumer goods trade-in programs, and enhance the alignment between supply and demand.
Meanwhile, Shandong will execute an elite e-commerce talent recruitment and cultivation initiative, expand professional title evaluation channels for emerging occupations, upgrade financial products such as the "Qilu E-Commerce Loan," and reward top-tier e-commerce zones on an annual basis, thereby strengthening multi-dimensional guarantees across talent, capital, and infrastructure.
