Promoting the International Brand of "Qingdao Service" on All Fronts

Recently, Qingdao issued the Overall Plan for Building the Qingdao National Demonstration Area for Innovative Development of Trade in Services. As the only city in Shandong selected for the national demonstration area, Qingdao has undertaken national reform initiatives, rolling out 61 specific tasks across five major sectors and outlining its development goals through 2028. The plan sets a target of around 7% average annual growth in total trade in services and over 15% in knowledge-intensive service trade, aiming to expand and strengthen market entities and elevate the global profile of the "Qingdao Service" brand.

Qingdao focuses on strengthening three signature industrial clusters—maritime shipping, manufacturing-service integration, and cultural tourism and wellness. It is advancing market cultivation, factor flows, institutional opening, and service systems while benchmarking international high-standard economic and trade rules to drive reforms in finance, intellectual property, and cross-border data flows.

The plan underscores three major innovative features—maritime ports and shipping, manufacturing-service integration, and digital trade—striving to build an innovation hub for high-end ship supply and digital trade in Northeast Asia. As the plan takes effect, it will further amplify the platform capabilities of the Pilot Free Trade Zone and the China-SCO Local Economic and Trade Cooperation Demonstration Area (SCODA), broaden regional influence, and inject a new growth driver into the high-quality development of foreign trade.
