Shandong's Solution for AI to Serve the Real Economy

Recently, the Action Plan for Artificial Intelligence (AI) + Manufacturing in Shandong Province (2026–2028) was officially released. Shandong has elevated AI-empowered manufacturing to a province-wide systematic initiative, focusing on scenarios, models, and ecosystems to resolve the supply-demand mismatch between AI and industry.

To address the disconnect between technological solutions and actual factory needs, Shandong has introduced a catalog of application scenarios generated directly from authentic enterprise requirements, thereby realizing the approach of "matching scenarios with technologies." Departing from the conventional general-purpose model path, the province focuses on vertical industrial models. It develops industry-oriented large model products around key industrial chains and relies on leading enterprises to roll out industrial models that resolve practical manufacturing challenges.

To address the threefold barrier of cost, talent, and practical use cases faced by small and medium-sized enterprises (SMEs) in deploying AI, Shandong has lowered adoption hurdles through computing power vouchers, a 2 billion yuan industrial fund, and the development of industry benchmarks. While Shandong's core AI industry is substantial, the AI penetration rate among manufacturing enterprises still has significant room for growth. The plan propels traditional heavy industry to shift from a "tonnage advantage" to a "smart advantage," enabling AI to take root in production workshops.
