Qingdao Introduces 12 Measures to Empower Its "Blue Pharmacy"

Recently, LY103, a novel marine medicine developed in Qingdao, was approved for clinical trials. Designed to treat septic coagulopathy, it is the fourth marine medicine from the city's "Blue Pharmacy" to enter the clinical phase. As China's core hub for marine biopharmaceutical innovation, Qingdao has designated the marine pharmaceutical sector as a priority industry. The city has introduced 12 targeted measures to build an end-to-end support system focusing on regulatory review services, foundational support, and the industrial ecosystem.

Qingdao is optimizing its review and approval mechanisms for marine pharmaceuticals by offering tailored support for individual enterprises. It is driving targeted growth across four key sectors: novel medicines for major diseases, marine biomaterials, new cosmetic ingredients, and functional foods. Leveraging a national-level quality inspection platform for marine biopharmaceuticals, the city is refining quality standards for marine-based traditional Chinese medicines and building an end-to-end testing system to accelerate the clinical translation of these medicines. Additionally, the city is strengthening standard-setting, brand development, and intellectual property strategies while deepening industry-academia-research collaboration. It has successfully established a "1+4" marine biopharmaceutical industrial framework, continuously fueling innovation in the marine pharmaceutical sector.
