Mudan District in Heze: Implementing a Combination of Development Strategies to Empower the Food Industrial Cluster

From a former distribution center for agricultural and sideline products to a 10-billion-yuan specialty hub for the green snack food industry, the rapid expansion of the food industrial cluster in Shatu Town is driven by a combination of development strategies implemented by Mudan District. By integrating land space and industrial layout, the district has invested over 100 million yuan to upgrade the zone's road network and renovate rain and sewage pipe networks, fully achieving "seven accesses and one leveling." Supporting facilities, including a sewage treatment plant with sufficient daily capacity and a centralized heating network covering the entire area, have been built, while the cold-chain logistics system and food testing center have also been put into use. By promoting the operation of Hengtong Heating and Guantong Heating, annual pollutant emissions can be reduced by over 1,000 tons, and energy costs for enterprises can be cut by more than 30%.

In its business and investment attraction efforts, Mudan District has implemented a mechanism for industrial chain mapping-based investment attraction, focusing on attracting upstream and downstream supporting enterprises for the entire food processing industrial chain. This has achieved a chain effect of "attracting one enterprise to drive a group and form a cluster."
