Shandong Moves to Elevate Quality and Efficiency of Patent Pools in Key Industries

Recently, five provincial authorities, including the Shandong Administration for Market Regulation and the Provincial Education Department, jointly issued a notice outlining ten critical areas—such as patent quality, operational management, technology transfer, and intellectual property (IP) protection—to enhance the development and operational performance of patent pools in the province's key industries. The notice sets ambitious targets for late 2027: high-value invention patents should account for over 50% of the total patents within key industry pools, while the commercialization rate of patents from universities and research institutes should exceed 25%. Additionally, Shandong aims to establish 2–3 national-level patent pools that span multiple regions, provinces, or industrial sectors.

Patent pools serve as essential platforms for the centralized integration and synergistic management of patents across industrial chains. According to the notice, Shandong will prioritize "chain-based patent commercialization" to foster the deep integration of patents with the innovation, industrial, capital, and talent chains. This initiative is designed to accelerate the application of patents, ensuring they are effectively deployed at the forefront of industrial production.
