Recently, the General Office of the Jinan Municipal People's Government released the Action Plan for the Capacity Expansion and Quality Enhancement of the Service Sector (2026–2030) (hereinafter referred to as the "Action Plan"). The document systematically outlines the strategic framework and implementation roadmap for the high-quality development of Jinan's service sector over the next five years. By 2030, the city aims to boost the service sector's value-added output to over RMB 1.2 trillion, achieving a comprehensive leap in development capacity, a continuously optimized industrial structure, and a vibrant ecosystem of premium brands.
Adopting an "industry-specific strategy" approach, the Action Plan focuses on 13 major service industries with 46 specific tasks.
Producer Services: Focusing on finance, logistics, IT and software, leasing, and sci-tech services, the city will strengthen every link of the value chain to address operational bottlenecks, providing robust support for the competitiveness of the manufacturing sector.
Consumer Services: Focusing on wholesale and retail, hospitality and catering, culture and sports, residential services, and real estate, the city will align its service offerings with the public's diverse lifestyle needs to better fulfill the aspiration for a high-quality life.
Public Services: Focusing on water and environmental management, public facility maintenance, education, healthcare, and social work, the city will continue to improve the equity and accessibility of essential public services.
