Longkou, Shandong: Quality Workstation Established for a 100-billion-yuan Industrial Cluster

Recognized as one of Shandong Province's first quality-driven counties and a national pilot for the cultivation and development of such counties, Longkou County-level City in Shandong has developed a modernized county-level quality governance system, which integrates chain-based empowerment, region-wide quality improvement, and synergy of dual-carbon goals, exploring a replicable path for high-quality county development.

Focusing on its two 100-billion-yuan industrial clusters, namely high-end aluminum materials and high-end chemical industries, Longkou has created the brand "Workstation for Each Industrial Chain, Quality-Driven Development in Longkou." The city has established 40 one-stop service platforms supported by a service specialist system, offering targeted assistance to over 20,000 enterprises, bridging quality gaps, and driving the quality enhancement and upgrading across industrial chains.

The city has focused on standard innovation, establishing a comprehensive standards system covering the entire high-end aluminum supply chain. It has led the development and revision of 11 international standards and 343 national standards, and holds more than 18,000 patents, helping propel the industry toward the high end of the value chain. Building on the pilot project for the product carbon footprint of electrolytic aluminum, it has established a digital platform for carbon emissions tracking and implemented recycled aluminum projects, achieving annual CO₂ emissions reductions of over 2.1 million tons and realizing synergistic improvements in quality, economic, and ecological benefits.
