Shandong Introduces 8 Measures to Deepen Environmental Impact Assessment Reforms

Recently, to further reduce the burden on enterprises and empower the market, the Department of Ecology and Environment of Shandong Province issued the Notice on Further Deepening Environmental Impact Assessment Reforms and Optimizing the Business Environment (hereinafter referred to as the Notice). The Notice introduces eight reform measures designed to expand and build upon existing environmental impact assessment (EIA) reforms.

Uncertainty over whether a project's site selection would be approved used to be an invisible hurdle for many enterprises. The Notice emphasizes strengthening preliminary guidance for industrial project site selection, shifting the approach from "post-project rejection" to "pre-project service". It also highlights three specific scenarios where businesses can legally process EIA procedures for industrial site selection, effectively mitigating investment risks at the source.
