Shandong: Putting the Baton of Scientific and Technological Innovation in the Hands of Industry

Industry poses the questions and science and technology provide the answers, steadily placing the baton of scientific and technological innovation in the hands of industry. This year's Shandong Provincial Government Work Report specifically listed "promoting the deep integration of scientific and technological innovation with industrial innovation and accelerating the cultivation and expansion of new drivers of growth" as one of its ten key tasks. The "2026 Joint Action Plan for Promoting the Deep Integration of Scientific and Technological Innovation and Industrial Innovation" has been formulated and issued. Building on the existing "2+17" industrial sci-tech innovation working system, the science and technology department and the industry and information technology department are working together to promote seamless alignment between innovation chains and industrial chains, focusing on breakthroughs in more than 200 key technologies in priority industrial fields and advancing the commercialization of 2,000 outcomes.

To ensure high-quality scientific and technological supply, Shandong is making concerted efforts in multiple areas, including the development of key laboratories and policy support. The Laoshan Laboratory is accelerating the standardization of its operations. The number of state key laboratories has reached 36, provincial laboratories 11, and the total number of provincial key laboratories after reorganization has reached 328. The "1313" four-tier laboratory system has been fully established, with the proportion of enterprise participation increasing from 40.9% to 85.6%, and major innovation platforms are now more closely integrated with industrial development.
