Patent Industrialization Drives the Development of Emerging Industries in Shandong

Shandong has introduced multiple measures to open up channels for the commercialization of high-value patents and accelerate the industrial application of innovation outcomes. Leveraging the commercialization of core technologies from Shandong University's State Key Laboratory of Crystal Materials, Shandong Summit Crystal Semiconductor Co., Ltd. has realized mass production of 8-inch silicon carbide substrates. Last year, its output value reached 110 million yuan, with a single patent giving rise to an industry worth 100 million yuan.

Shandong has selected 15 universities to establish high-value patent cultivation centers that, based on industry pain points, embed market orientation upfront. The value of contracts for relevant patent commercialization at Shandong University has exceeded 100 million yuan. In addition, the province has pioneered an innovative patent pool model for industrial chains, establishing 50 patent pools for key industries that have brought together 48,300 patents, nearly 16,000 of which have been commercialized. The Hisense-led smart display patent pool has aggregated 749 patents, with 564 of them commercialized. Eight national-level intellectual property protection centers have been established in a coordinated manner, and expedited patent pre-examination has been implemented, shortening the examination cycle for invention patents by 84%.

In 2025, the number of patent transfers and licenses in Shandong increased by 41% and 132%, respectively, year-on-year, creating a virtuous cycle of patent cultivation, aggregation and circulation, and industrial performance improvement, thereby empowering the high-quality development of modern industries through intellectual property.
