Shandong Unleashes Momentum of New Quality Productive Forces with Rich "Digital Assets"

Since the beginning of this year, Shandong has issued the 2026 Work Priorities for the Construction of the Comprehensive Pilot Zone for Data Elements in Shandong Province, with 39 key tasks now fully underway. Focusing on fields such as data property rights protection, data sci-tech innovation, data market cultivation, high-quality dataset construction, and trusted data space development, the province is accelerating the creation of a distinctive brand of data element reform with Shandong characteristics. The rich "digital assets" embedded in industries, government services, and urban-rural development continue to unleash the momentum of new quality productive forces.

From data trading to data pledge, and from data annotation to AI training, Shandong is transforming "dormant data" into "living assets". To address the challenges of "expensive computing" and "unaffordable computing", the province has implemented an AI "computing power voucher" subsidy policy, benefiting 52 computing supply and demand enterprises and driving the transaction volume of intelligent computing services to exceed 340 million yuan. At present, the province's total intelligent computing power has reached 16,800 P, accounting for over 60% of the total.

This year marks the beginning of the 15th Five-Year Plan period and is also designated as the "Year for Unleashing the Value of Data Elements" in data work. Shandong is firmly committed to "taking the lead and shouldering greater responsibilities", empowering high-quality development through digital and intelligent transformation.
