Since the beginning of this year, Shinan District, Qingdao, has been committed to the spatial development goal of "upgrading the west, optimizing the east, and linking the front and back seas". It has strategically laid out projects in sectors such as industry, people's livelihoods, and urban renewal, while strengthening the role of sci-tech innovation as a key driver. The district has stepped up efforts to build an array of high-quality sci-tech innovation projects, leveraging high-quality project development to propel high-quality economic growth. Among these, 30 projects have been selected at the provincial, municipal, and district levels, with a total investment of 36.41 billion yuan. In the first half of the year, the district achieved a 96% commencement rate for these key projects at all three levels, demonstrating significant progress in project initiation and implementation. The annual investment completion rate reached as high as 107.53%, highlighting the strong driving force of investment and providing solid project-based support for the stable operation of the district's economy.

Closely aligned with the goal of fostering and developing new quality productive forces, Shinan District has utilized its regional industrial foundation and geographical advantages to streamline the entire chain—from technology R&D to results commercialization and to industrial empowerment. It has been dedicated to creating a series of high-quality sci-tech innovation projects, thereby activating the endogenous driving force for regional innovation.

To build a demonstration zone for a modern, international metropolitan area, a dual-engine approach combining industrial development and people's livelihood improvement is essential. In addition to industrial projects, Shinan District has also identified some service-sector projects, continuously cultivating new consumption scenarios and business models to unleash the potential of domestic demand and consumption.
