China's First Electronic Permit for Bonded Warehouse Registration Issued in Shandong

Under the traditional model, permits such as the "Bonded Warehouse Registration Certificate" were all issued in paper form. Issuance required multiple steps, including on-site inspection of the warehouse, submission and review of documents, certificate preparation by customs, approval, signing and stamping, and offline collection, making the process time-consuming and slow, with an overall processing period of 3–5 days.

To improve the efficiency of administrative approvals for bonded warehouses, the General Administration of Customs has upgraded the existing online platform for customs administrative approvals by developing a dedicated module for electronic permits for bonded warehouses. This has fully opened up a closed-loop service chain of "online application—online review—self-service printing," enabling real-time online inquiries into the approval process and allowing electronic permits to be downloaded at any time.

While the efficiency of administrative approvals for bonded warehouses has improved, it has also brought tangible benefits to enterprises. The advantages of tax deferral and deferred certification have facilitated enterprises' participation in international trade.
