Jinan Promotes Incubators’ “Chain-driven Growth” to Build a Specialized Innovation and Entrepreneurship Ecosystem

Since the start of this year, Jinan has been pushing technology business incubators away from homogeneous, extensive development and toward precise alignment with industrial chains. This marks a shift from a "rent-heavy" model to a "cultivation-heavy, chain-strengthening" approach, creating an innovation and entrepreneurship ecosystem characterized by differentiated development and citywide synergy. In April, Jinan released a new version of Incubator Management Measures, which explicitly require incubators to embed deeply into the city's "13+34" industrial chain system, set hard standards for industrial clustering, and implement a development model of "one carrier, one industry; one park, one specialty."

To date, five incubators in Jinan have been selected as the first batch of national-level standard incubators by the Ministry of Industry and Information Technology, with precise positioning in sectors such as biomedicine, advanced materials, and high-end software. Across the city, incubators have achieved full-spectrum differentiated development in terms of sector focus, operations, and space. Leveraging diverse operations led by leading enterprises, universities, and market-oriented institutions, they mobilize industrial chain resources to share technologies, supply chains, and sales channels with resident teams. Meanwhile, the OPC community has been launched, offering free incubation space, computing power subsidies, and other support to help micro and small sci-tech innovation projects grow.

Furthermore, Jinan is deepening cross-regional incubation collaboration, building a doctoral talent incubation matrix, and implementing a large number of high-quality sci-tech innovation projects. Going forward, Jinan will refine its four-tier incubator cultivation system, establish incubation carriers for future industries, and build a full-chain sci-tech innovation incubation ecosystem to empower high-quality industrial development.
