Shandong Encourages Converting Climate Resource Development Achievements into Production and Everyday Use

The 25th Session of the Standing Committee of the 14th Shandong Provincial People's Congress recently voted to adopt the Regulations of Shandong Province on the Protection, Development, and Utilization of Climate Resources. Grounded in the province’s advantages in climate resources and practical experience with weather-modification operations, the Regulations aim to address governance gaps in climate resource management through legislation, providing a legal foundation for the scientific protection, efficient transformation, and utilization of climate resources across the province

The Regulations define the working mechanisms and fundamental principles for protection, development, and utilization, strengthen the climate feasibility assessment system, and impose strict controls on greenhouse-gas emissions while promoting synergies between pollution control and carbon reduction. The core emphasis is on the social transformation and application of climate resource achievements.The Regulations specify that development projects should be deployed in accordance with local conditions, and that planning for new energy projects such as wind and photovoltaic power should be guided by climate zoning, while optimizing project construction and post-development ecological restoration. In addition, climate factors are to be integrated into territorial spatial planning and urban construction to improve the climate comfort of urban living environments, thereby unlocking the integrated economic, ecological and livelihood benefits of climate resources.
