Qingdao to Build “1+N” Data Annotation Industry System

The Qingdao Big Data Development Administration and the Qingdao Municipal Bureau of Industry and Information Technology have jointly issued the Qingdao Action Plan for the Development of the Data Annotation Industry (2026–2028) (hereinafter referred to as the Plan). The Plan proposes leveraging Qingdao’s distinctive strengths in the marine economy, smart home appliances, rail transit, and port logistics to build a nationally influential hub for the data annotation industry and strive to establish a national-level pilot zone for data annotation innovation.

Data annotation refers to converting raw audio, images, text, and video data into machine-readable information. It serves as a critical bridge for unlocking the value of data elements and for connecting data resources, algorithm models, and real-world application scenarios, playing a foundational role in the development of the artificial intelligence industry. Qingdao boasts a full spectrum of industrial sectors and pronounced marine advantages, which generate substantial volumes of high-quality data during industrial development, providing fertile ground for advancing the data annotation industry.

The Plan outlines the establishment of a “1+N” data annotation industrial system, comprising one data annotation industry alliance and multiple specialized annotation parks. It aims to drive the transformation and upgrade of the data annotation industry toward “intelligent routine annotation” and “specialized high-value annotation.” By the end of this year, Qingdao will cultivate three or more key data annotation enterprises with strong industry influence; by the end of 2028, the number will reach ten or more. The city’s data annotation industry will achieve markedly higher levels of intelligence and specialization, with the compound annual growth rate of the industry scale exceeding 20%.
