Recently, the "2026 Action Plan for Cross-Border Trade Facilitation in Qingdao City" was issued. The plan calls for a citywide special campaign on cross-border trade facilitation from July through December this year, with the aim of continuously optimizing a world-class business environment and enhancing the quality and efficiency of foreign trade.

The plan focuses on introducing reform measures across multiple dimensions. It will deepen innovation in customs clearance and supervision models, improve the "allowlist" system for enterprises and products, implement differentiated supervision for various categories of goods, and promote integrated supervision between ports and domestic locations. It will support the development of new forms of foreign trade, promote the "cross-border e-commerce + industrial belt" model, expand cross-border logistics channels, optimize foreign exchange settlement services for cross-border e-commerce, streamline foreign exchange receipt and payment procedures for small and micro cross-border e-commerce businesses, and enhance logistics consolidation and customs clearance service capabilities for international exhibitions.

It will strengthen cross-border logistics support, improve the multimodal transport system, upgrade land-sea integrated and sea-rail direct transport models, and promote the digitalization of logistics documentation. It will accelerate the development of smart infrastructure at ports, expand application scenarios for smart ports, and build a platform for the mutual recognition of origin information along the Yellow River basin. Furthermore, it will strengthen enterprise services and empowerment, increase support for enterprises with high credit ratings, and, relying on the Foreign Trade Digital Transformation Empowerment Center, provide low-cost supply chain financial services to exporters through market-based approaches, while reducing or exempting relevant logistics and port fees to effectively help foreign trade enterprises cut costs and improve efficiency.
