The Department of Industry and Information Technology of Shandong Province, together with six other departments, recently jointly issued the Implementation Plan for Intensifying the Renewal and Upgrading of Aging Facilities in the Petrochemical and Chemical Industry in Shandong Province (2026–2029) (hereinafter referred to as the "Plan"). Shandong has made it clear that by 2029, the renewal and upgrading tasks for aging petrochemical and chemical facilities identified in 2025 shall be fully completed, while those newly identified after 2026 shall be carried out in an orderly manner.
The Plan requires that enterprises listed in the work ledger for aging facility renewal and upgrading shall formulate their own implementation plans under a "one policy for one enterprise" approach.
Using chemical industrial parks and key monitored sites as the primary platforms, Shandong will guide enterprises to take the opportunity of aging facility renewal and upgrading to promote their concentration in chemical parks, integrate into industry chains with upstream and downstream enterprises through joint restructuring, and develop and share resources in capital, technology, brand, market, management, production, and sales. This will help build an industrial layout featuring regional complementarity, distinctive park characteristics, and optimized product structures.
