Shandong to Take Six Major Actions to Drive AI Development via Data Empowerment

To fully leverage data's role as a foundational resource and an engine for innovation, empower innovative AI development, and advance the province's efforts to become a digital powerhouse, the Shandong Provincial Big Data Bureau has drafted the Implementation Opinions on Data-Empowered AI Innovation and Development (hereinafter referred to as "the Opinions") after extensive research.

The Opinions take the deepening of market-oriented allocation reform of data factors as the core focus, with an emphasis on strengthening supply, building application scenarios, cultivating industries, and optimizing the ecosystem. It aims to create a synergy between "Data Elements ×" and "AI+" initiatives, driving mutual reinforcement and coordinated progress, and concentrating efforts on building a hub for AI industry development. By 2028, the province aims to have cumulatively built over 100 high-quality industry datasets, established more than 20 data annotation bases (industrial zones), strive for a computing power scale of 25,000 PFLOPS, cultivate over 300 data enterprises with strong innovation and driving capabilities, and roll out more than 200 typical application scenarios where data-driven AI fosters innovative development.
