Recently, at the high-level dialogue among provincial and state governors, Shandong's economic transformation cases served as a model for green and low-carbon cooperation. For example, Jigang Group (Jinan Steel Group Co., Ltd.) shut down its production lines totaling 10 million tons of steel production capacity and retrofitted its plants into smart satellite manufacturing facilities, thus achieving a leap from high-carbon to zero-carbon production. In addition, Jining has repurposed a coal-mining subsidence area into a photovoltaic energy storage zone and established a micro green circular system within its zero-carbon expressway service areas. These practices provide a reference for Kyrgyzstan, Cambodia, Togo, South Africa, and other countries, promoting cooperation in fields such as green electricity, green hydrogen, and marine ecology, and becoming vivid cases of practical cooperation among sister cities.
