Shandong has activated growth drivers through reform and opening up, fully implementing 414 reform measures, deepening reforms in key areas such as state-owned assets, SOEs, and energy transition, and iteratively optimizing its "one-stop services" brand. It has deeply advanced the "Ten Thousand Enterprises Going Global, Shandong Trade Worldwide" initiative, built a database of premium foreign trade products, cultivated 64,000 cross-border e-commerce stores, and operated a cumulative total of over 14,000 China Railway Express trains. The "Luhuitong" platform has disbursed 16.6 billion yuan in policy funds, and the "Shanhaijing" overseas service hub has supported enterprises in expanding into international markets. By leveraging reform to solve problems and opening up to broaden horizons, the province is building a new highland for high-level opening up.
