Ministry of Commerce and Five Other Departments to Step Up Optimization of Departure Tax Refund Measures and Boost Inbound Consumption

Recently, six government departments, including the Ministry of Commerce and the Ministry of Finance, jointly issued regulations to upgrade the departure tax refund policy and stimulate inbound consumption. Key measures include: expanding the coverage of tax refund shops to achieve near-universal presence in major shopping districts, tourist attractions, and ports of entry; introducing a random inspection system for small-value claims (effective July 1, applications under 10,000 yuan will be subject to random verification); optimizing the "buy-and-refund" service with cross-regional recognition and a validity period extended to 28 days; and implementing a fully online, paperless tax refund process. Additionally, the minimum purchase amount for tax refunds has been lowered to 200 yuan, and the maximum cash refund limit has been raised to 20,000 yuan. The supply of trendy domestic goods, cultural and creative merchandise, and intangible cultural heritage products has also been expanded. These steps will enable international travelers to shop with confidence and get refunds with ease, thereby driving the expansion and improvement of inbound consumption.
