The Human Resources and Social Security Department of Shandong Province, together with 17 other departments, has issued an action plan introducing 16 measures across four aspects to promote the high-quality development of flexible employment. First, expand employment space in the digital economy, the silver economy and other sectors, and develop new job types such as "digital nomads." Second, create diverse scenarios integrating "flexible employment and communities/rural areas/commercial ports," and foster new business forms in the platform economy. Third, advance the construction of an AI plus flexible employment ecosystem, and support flexible workers in taking on outsourcing services and starting businesses with AI tools. Through these measures, Shandong is committed to helping flexible employment become more innovative, smarter, higher‑quality, and more advanced.
